A00477 (Sponsored by Kavanagh) Amends the legislative law in relation to political contributions from lobbyists; restricting the form, amount and timing of political contributions by lobbyists and the acceptance of such contributions by public officials.
A00649 (Sponsored by Kavanagh) Amends the legislative law in to amend the definition of "lobbying" to include attempts to influence actions of public officials related to the procurement of goods or services, the terms of a request for bids or proposals or other procurement solicitation, the terms of the contract, the selection of a contractor, and the administration, implementation and enforcement of a contract.
A00655 (Sponsored by Kavanagh) Amends the legislative law to require additional disclosures from lobbyists including: campaign contributions to elected officials; existing business relationships or associations with public officials; and the names of family members of a public official to whom the lobbyist, or his or her employer, paid compensation of over $500 in the preceding calendar year and the amount of compensation paid.
A02209 (Sponsored by Brodsky, same as S01537) Amends the Public Authorities Law to create an Office of Authorities Oversight; makes changes to the governing process of authorities; creates a fiduciary obligation for authority board members and provides for approval of authority contracts by the Office of the State Comptroller. Also requires authorities to maintain a record of lobbying contacts.
A04252 (Sponsored by Brodsky) Amends the State Constitution to require each branch of state government and each political subdivision of the state to establish and abide by a code of ethics; requires the establishment of separate ethics commissions to administer each code of ethics; sets standards for codes.
A05713 (Sponsored by Brennan) Amends the public officers law in relation to financial disclosure of certain political contributions; requires listing of all contributions of $100 or more to funds certain public officials control other than political committees as defined by election law.
A06504 (Sponsored by Ortiz) Amends the election law, the tax law and the legislative law in relation to providing for a program for clean election campaign financing and repeals certain provisions of the election law relating to the state board of elections.
A06730 (Sponsored by Brennan, same as S03245) Amends the election law in relation to the regulation of campaign consultants; provides for the registration with and regulation of certain campaign consultants by the Ethics Commission; establishes a code of conduct that campaign consultants must follow.
A07392 (Sponsored by Kavanagh, same as S03961) Amends the public officers law and the penal law to prohibit public officials from using the information and influence of their public positions to raise funds for political candidates.
A09032 (Sponsored by Silver) Amends the executive law, in relation to establishing the executive ethics and compliance commission; amends the legislative law, in relation to the creation of the New York state commission on lobbying ethics and compliance; amends the legislative law, in relation to establishing the legislative office of ethics investigation and the joint legislative commission on ethics standards; amends the legislative law and the public officers law, in relation to financial disclosure of public officers; and repeals certain provisions of the legislative law relating to prohibited activities of legislative employees.
S00743 (Sponsored by Krueger) Amends the election law and the public officers law in relation to campaign funds for personal use; defines permissible personal use of campaign contributions; provides options for the disposition of unused campaign funds; prohibits certain state and legislative employees from accepting campaign contributions for election to state or federal office.
S00744 (Sponsored by Krueger) Amends the legislative law to require additional disclosures from lobbyists including: campaign contributions to elected officials; existing business relationships or associations with public officials; and the names of family members of a public official to whom the lobbyist, or his or her employer, paid compensation of over $500 in the preceding calendar year.
S03360 (Sponsored by Kruger) Amends chapter 1 of the laws of 2005 amending the state finance law and other laws relating to restricting contacts in the procurement process and the recording of contacts relating thereto.
S03362 (Sponsored by Kruger) Amends the procurement lobbying provisions of the State Finance Law relating to recording and reporting of contacts, permissible contacts and the definitions of several terms.
S04137 (Sponsored by Kruger) Amends the legislative law definition of "lobbyist" as used in New York State's Lobbying Act to specifically include any officer, director, trustee, employee, counselor agent of New York State.
S05738 (Sponsored by Squadron) Amends the executive law, the civil service law, the legislative law, the election law and the racing, pari-mutuel wagering and breeding law, in relation to enacting the ethics reform act of 2009, creating a commission on governmental ethics to cover the legislative and executive branches of government.
